How it is calculated

Their time = your time + (their offset − your offset) Date crossings are flagged (+1) or (−1)

Missing the date crossing is how meetings land a day out. 9am in Seoul is 8pm the previous evening in New York; scheduling on the clock alone leaves the other party waiting on the wrong day. That is why the result flags the shift.

Daylight saving is not applied. Many countries move an hour for part of the year, the dates differ between them, and the rules change. An embedded table would start producing wrong answers almost immediately.

Some offsets are not whole hours. India runs UTC+5:30 and Nepal UTC+5:45. Reasoning only in whole hours quietly breaks for a large part of the world.

What about daylight saving?

Adjust the other party's offset by an hour. US Eastern is UTC−4 during DST rather than UTC−5. Whether it is currently in effect is worth checking directly.

Does Korea observe DST?

Not since 1988 — it stays at UTC+9 year round, so only the other side needs checking.

Are half-hour offsets supported?

Yes, India at UTC+5:30 is in the list. Places on 45-minute offsets need converting by hand.
